Abstract

This thesis examines the role of local policies that pretend to transform the reality, like Local Agenda 21. The followed scheme of work is based on the recognition and assumption of the linkage established between environment and economic and socially growth, as crucial aspects of quality of life for twenty-first century citizens. Among the established objectives analysis we have: how the environment breaks in economic research, the concept of �sustainable development�, and the study of Local Agenda 21 as prosustainable initiative at the local level, and its application in the Spanish municipality of Punta Umbría (Huelva). Among the contributions made we highlight the great effort of synthesis � with graphics�that sustainability of the Local Agenda 21 processes performed, and the value derived for the use of designed evaluation tool (check- list).
