Abstract

Throughout its history, Ecuador has gone through various forms of accumulation, closely related to various hegemonic alliances in key sectors. Since 2008, advocates a new accumulation strategy, based on the Good Life, enabling it to build a constitutional State of rights and justice, plurinational and intercultural. This new model of accumulation, is based on an endogenous national strategy that articulates the Ecuador sovereign in the world; so they get overcome the primary export model of the economy, democratizing access to means plant production and create conditions to increase productivity and create jobs, to this commitment as one of its estartegias in a new model of territorial organization, among which it aims to create development regions. This doctoral thesis research, makes a description of one of the main conditions required by this new model of development: citizen participation. The model proposes that in Ecuador, Region 4, comprising the provinces of Manabi and Santo Domingo de los Tsáchilas, same as meet some of the conditions to establish a new territorial unit coomo believed; however they have a marked ethnic and cultural diversity. Although this cultural diversity, which has a clear territorial expression, is to investigate through this thesis, how from public participation, you can arcticular elements that activate the productive relations, based on local development, promoting policies that to exploit the potential of each province, in an exercise of complentariedad.
