Resumo
The National Plan for Emission Rights Allocation establishes for 2005/07 the bases for the individual assignment of rights to the factories included in the area of application of the Real Decree Law 5/2004, in order to contribute to the reduction of emission that causes the climatic change, therefore fulfilling the commitment assumed by our country with the Kioto Protocol. In this paper, after considering the sectorial distribution of emission, we accomplish the balance of the first year's plan, analyzing the implications for the industrial Spanish sector, focusing on the Andalusian Community, one of the most affected for its number of implied factories as its assigned emissions
