Abstract
This paper aims to analyze the bases of the organization of Public Universities and the current legal regime from a critic point of view. The objective is to consider if the Spanish model of University needs a new legal regulation, taking into consideration not only the older reform processes, but also the problems of the current structure which is the reason why some Universities has started an internal process of revision. As a conclusion, the organization of Universities can be considered as cornerstone of a concrete model of University, so that it can influence the mains aspects of the Universities as Public Institution, like the form of government, the legal regime of professors and, finally, their legal status.
