Abstract

Often, strategic planning for local development uses metaphors and concepts derived from the functions that each element fulfills in a boat. In recent times the use of the term helix has been very frequent as a synonym of movement and dynamism. There has been talk of a triple helix referring to the benefits of joint action by companies, public authorities and universities. However, the wide stream of territorial relocations, especially in industry and services, jeopardizes the gains made with the propellers, as the ships leave, but do not return. In this situation, it is necessary to identify the crew of the ship and know their wishes and ambitions. A sailing ship has a creative class crew, whose desertion is a serious problem for development. In this context, a thought is beginning that puts its emphasis on the anchors, in front of the propellers. It is important to reactivate the development by means of propellers to have a position in a competitive world, but to anchor the actors to the factors of the territory is more intelligent. Above excluding positions, the synapse between the metaphoric concepts of propellers and anchors can be an exploratory path to the success of local production systems.
