Zusammenfassung
The persistence of perverse relations between the local communities and the state and regional powers in the border has conformed a difficult development, where the depopulation, agricultural set-back, the dismantling of the industry and precariousness of services, are creating a propitious space for the crisis. From a perspective of territorial Darwinisin, the border appears like a losing area, whose survival depends on the Operational Programs of Cross-border Cooperation Spain-Portugal. Nevertheless, the tourism glimpses as a economic-social driving force of development because, as Maria Gertrudes Novais said in 1991, "Quando deixar de sonhar a vida perde o sentido”.
