Abstract
Climate change international regime has been designed as a flexible and dynamic system that needs to be developed by State Parties continued negotiations. The Kyoto Protocol first period of implementation finishes in 2012, and it is necessary to create new instruments in order to define international climate action for the subsequence periods. The Conference of the Parties at its fifteenth session and the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its fifth session were designed as the scene to sign a new international agreement. Previous and intense negotiations were developed with clearly confronted State positions. The analysis of this negotiation process, that finished with two intense weeks in Copenhagen, shows the absolutely diverse national situations and interests. This process explains limited results achieved in the United Nations Climate Change Conference, a meeting that should have been an important step to define the future of the international action to limit greenhouse gas emissions.
