Abstract

On numerous occasions it has been said that the most important problem of Cuba is the economic. It is undienable that this problem is of vital importance and imposes serious constraints on the urban development of the country. However, in the urban area itself, citizen participation stands out as an issue not resolved by Cuban institutions and to which it has not been given due attention. This can happen because there is confusion brought with it the absence of an adequate regulation of the citizen participation in the processes of urban planning; a problem that the update of the cuban model has not solved either
