Abstract
With the transfer of responsibility for Culture of the autonomous community of Andalusia began a major advance in the cultural heritage and, more specifically, on the ethnological heritage through the creation of a seemingly solid institutional framework and implementation legislative, administrative, scientific and professional measures. In this study the problems arising from a model of public management of cultural and ethnological heritage rests on unstable and precarious bases.
