Zusammenfassung

This thesis analyzes the implementation of the Ituango hydroelectric project, in the north of Antioquia Colombia, from a local development approach with an emphasis on active employment policies "from the territory -under-", showing the conditions that allow to convert the generated productive growth For the project under development for the area of influence, to encourage the active participation of the actors as forgers of endogenous capacities, in addition to the creation of a network of local institutions that support the implementation of the policies and strategies presented here. The methodology is deductive and in some sections of the research the conventional inductive method of local development was applied. For the geographic analysis a cartography is processed in ArGis-Mapgis and Google Earth, The thesis shows that the concessionaire (EPM) uses a dirigista growth approach, The research shows that the model DL, allows to generate and distribute better the income of the region.
