Resumo

The general objective of the thesis is to design an evaluation model of the performance and impact in the local governance of the Honduran LEDA, analyzing the factors that favor and hinder its implementation over the importance of the organizational climate and Inserting the LEDA into the local governance process. The SEPIGOL model presents opportunities for improvement identified in the implementation process with the LEDA. To conclude, this work demonstrates that it is possible, but with limitations, the implementation of a system of participatory evaluation of LEDAs to improve their processes and impact on local governance. SEPIGOL self-assessment is a good start to strengthen this process and impact of LEDAs in the territories, it guides directives, managerial or operational decisions of various types and scope.
