Abstract

This thesis began with a reflection on quality and intelligence territorial (IT) seeking a meeting point between them. The starting hypothesis is that the use of quality management tools commonly used in the field of business management can enhance the application of the principles of IT (multidimensionality, partenariat and participation) in the framework of socio-territorial projects, improving The co-production and management of the knowledge of the actors, as well as their participation in the processes. The methodology followed in this research was divided into three phases. The first consisted of a review of the theoretical basis and the methodological tradition of both perspectives that allowed to diagnose the state of the question, as well as to define the variables of the investigation and to elaborate a hypothesis of investigation. From this hypothesis it defined the methodology of this work, the objectives and other elements of the plan to be followed to compare it. On the other hand, during the same phase, interviews were conducted with scientists, experts and facilitators. These contributions contributed to the design of the Quality Management Model for Territorial Intelligence Projects (QMMTIP), the object of this work. In the second phase QÈvMTIP was applied through a case study with sufficient complexity to test the hypothesis, and in the third phase it analyzed the information collected that allowed the comparison of the results with the theoretical basis for the purpose of determining the learning derived from the case study and generating new research questions. The socio-territorial initiative was chosen as it very clearly illustrates the complexity of the relationships between global dynamics (in this case the migratory movements of the South to the North of the American continent) and the tensions that these global tendencies cause in the local spaces they go through, underlining the importance of the action on the ground in the management of such tensions. The initiative sought to establish a service of assistance to Central American migrants who travel to the United States of America looking for the "American dream", mobilized outside the wagons of the freight train known as "The beast" and whose journey is forced by the Buenavista community of Apasco, Macuspana, Tabasco, Mexico. The intervention in the territory was carried out under the methodology of case study during a period of eight months, and a follow-up during the following two years, in which accompaniment was provided to the community partenariat to implement the processes described in the QMMTIP. During this time, there were various situations that showed the capacity of actors to transform problems into areas of opportunity to reach their goal. Therefore, model-specific learning was obtained, both in relation to individual and collective cognitive aspects, and to the evolution of the initiative itself. Among these we can mention the fragility of the projects versus the institutional dependence, subject to constant changes by the renewal of local leaders in the electoral cycles. A second factor is the complexity of leadership processes, which influences motivation and timely renewal in partenariat. The lack of opportunities in the territories makes the people with more dynamism move to other cities, then, it is necessary to work in the construction of leadership of the actors who remain in the territory, but who do not innately possess the characteristics of leader. These findings coincide, basically, with the recapitulated in the theoretical framework on the factors of success for the management of the quality in the organizations. Finally, a great complementarity was found between the contributions of quality research and the development of IT, as well as a need to continue to deepen their fusion.
