The purpose of this doctoral thesis was to associate the role of educommunication with training in citizenship skills in order to contribute to the process of reconfiguring the exercise of citizenship in Colombia, and to analyze its impact on the construction of the subjectivity of the different actors involved with the country's population with disabilities. To achieve this, research with an interpretative humanistic approach was developed, of a qualitative type that allowed the shared construction of knowledge, the recovery of what people experience in their daily lives, the way in which they resolve events and above all the way in which they narrate their experiences, since these narratives give an account of the way in which they have incorporated them into their lives and influenced the construction of their subjectivity. In order to comply with the above, case studies and documentary analysis were used as research methods. Among the most relevant results, it was found that 1) in the country people with disabilities prefer to use more radio and television over the Internet and social networks, this is due to the difficulties of connection, cultural and geographical characteristics of the territory, 2) in Colombia educommunication strategies are used within formal and non-formal education to deliver knowledge about various sciences, about digital skills and in less proportion about media skills, 3) the educommunication strategies used in the country show a paradox about the understanding and intervention of the population at risk of exclusion, The proposal Tesis doctoral Patricia Muñoz Borja 14 of educommunication proposed in this thesis was a collective construction that involved the voices of different social agents involved with the field of knowledge of disability: people with disabilities and their families, public servants, academics, and NGO professionals and managers. As a conclusion, it is possible to affirm that, by associating the role of educommunication with the formation of citizen competencies in Colombia, it was possible to review the advances and the current state of the educommunication strategies used in the country for this association, which are in transition. On the one hand, the educommunication strategies emphasize the recognition of diversity, the change of imaginaries and the strengthening of identity, and, on the other hand, they emphasize training in the rights and duties of citizenship, interaction with government entities and training in digital and media competencies. In terms of its impact on the construction of the subjectivity of the different actors involved with the population with disabilities, it was found that education and communication in the country has contributed elements for the processes of change in the exercise of citizenship and the subjectivity of people with disabilities, by confronting them with a complex and liquid reality that forces them to be constantly updating and transforming their ways of interacting and appropriating knowledge and information, necessary for their daily performance.
