Abstract

Cities are complex and dynamic organisms posing challenges to urban development strategies. For this reason they have historically been the subject of interest and experimentation of theoretical models to manage their needs and adapt to some pre-established technical precepts exant. One of these recent urban models is the smart city, which every city with great centrality in its context aspires to become. Although it has become a development strategy for most of the local corporations, this proposal is born within the technological industries. Faced with this model of great economic and political interest, more and more critical voices are emerging about the potential of smart cities as effective, environmentally friendly and socially inclusive models. There are different analytical frameworks for designing other city models with a new way of understanding the city, designing local governance, and urban infrastructure. However, they are also aprioristic models. This work aims to propose the social analysis prior and necessary before establishing theoretical models and ideals of the city, in order to design a model of a city called wise. Every urban development strategy needs to start not from an a priori conception of what the city should be, but from a prior knowledge of the complex and eco-systemic reality of each city, since cities that contemplate systems of analysis, learning, And subsequently of innovation, will have more capacity to transform that information into a more satisfactory, adapted and integral urban management.
