Abstract

This article studies the Vive Andalucía Plan, Decree 91/2020 of June 30, which approves the 2020-2030 Housing, Rehabilitation and Urban Regeneration Plan and simultaneously the State Housing Plan, Royal Decree 106/2018 of March 9, which approves the State Housing Plan 2018-2021. The option to carry out a joint study of both plans is based on the complementarity of both plans, because even when it is true that the two plans have parallel lives, so that the Andalusian Administration manages the State Housing Plan, and simultaneously approves its own plan, this one could stray from of the forecasts of the state plan. In fact, as we will see, most of the programs of both plans are coincident in terms of objectives, and probably they will be in terms of the means, and of course, the programs that regulate the greatest social transcendence coincide. The first thing that strikes us about both plans is the time lag between them, so that they only coincide during the years 2020 and 2021. Probably the most reasonable option would have been to make specific modifications to the current plan, that is, the Andalusian Housing and Rehabilitation Plan of 2016-2020, approved by Decree 141/2016 and to extend it for another year. However, the option of the Andalusian Government has been to carry out a new housing plan, in my opinion, with more aesthetic novelties than practical ones. The paper analyzes both programs following the order established in the Vive Plan, which differs considerably from the State Plan.
