Resum
A cidadania digital exige que a população tenha competências que lhe permitam navegar de forma segura, saudável e benéfica, considerando que está continuamente exposta a perigos no seu ambiente virtual. Este artigo apresenta uma proposta de instrumento para avaliar a competência midiática cognitiva de jovens entre 18 e 25 anos diante os perigos nas redes sociais, avaliando aspectos como o conhecimento dos riscos digitais, a relação das redes sociais com os contravalores e o comportamento de consumo de conteúdos de risco. A validação do instrumento com o método Delphi e a aplicação de um teste-piloto com mais de trezentas pessoas demonstram a sua eficácia na avaliação dos aspectos da competência midiática necessários para uma cidadania digital adequada diante dos perigos do contexto atual.
