Public policies and public management evolve as equals as of technology and circumstances. Open government and active publicity are elements of a paradigm that proposes to create a balance between electronic democracies and electronic governments. That balance that affects the confidence of the population and that can be a threat to national security. This research focuses on describing the legal progress and the application of public policies on access to public information, both in the Ecuadorian state and in the Spanish state, which addresses: basic concepts of the new paradigm of open government; the legal framework of both states; the implementation of public policies and the evolution of the mechanisms for access to public information; It proposes scenarios of where the government can go, open to the unexpected in the current situation of states and international relations. The research, through pictures and illustrations, seeks to make visible the reality of the terminology "transparency" or "usability". The IV Open Government Plan Spain 2022-2022 is still in the synergy between the usefulness of the data, the relevant infrastructure and the citizen interest to participate in the public. Likewise, the II Open Government Plan of Ecuador 2022-2024 has points that it has committed to fulfill, a synergy that is still not understood why not take into account a path traveled since 2009 with the privilege of having a focused state power to citizen participation and social control and understand that a government policy is more important than constitutional provisions. It is important to emphasize that the scenarios presented are a mere probability that is created through options based on historical facts and other technical parameters that can be considered. Finally, it will be found that this document has important elements that prove that the evolution of public management it will mean more personalization of data and more trust in essential services and critical infrastructure.
